The Public Housing Procurement Manager is responsible for overseeing and managing the procurement operations for the housing authority in compliance with federal, state, and local laws, as well as U.S. Department of Housing and Urban Development (HUD) regulations.
This position ensures the efficient acquisition of goods, services, and construction contracts that support the agency's mission and operations, while maintaining transparency, cost-effectiveness, and integrity in all procurement processes
Key Responsibilities:
Develop and implement procurement strategies, policies, and procedures in compliance with HUD regulations (24 CFR Part 85.36), Uniform Guidance (2 CFR Part 200), and other applicable rules.
Manage the procurement process including drafting solicitations (IFBs, RFPs, RFQs), evaluating bids/proposals, and negotiating contracts.
Ensure timely and cost-effective procurement of goods, services, and construction related to public housing programs and agency operations.
Maintain accurate and complete procurement records and contract files for audit readiness and compliance monitoring.
Serve as the liaison with vendors, contractors, consultants, and internal departments to facilitate procurement-related communications and issue resolution.
Monitor vendor performance and contract compliance, initiating corrective actions as needed.
Provide guidance and training to staff on procurement procedures, internal controls, and best practices.
Oversee and manage the agency’s procurement schedule, contract expiration tracking, and renewal processes.
Ensure compliance with Section 3 requirements, minority-owned business outreach, and other HUD procurement initiatives.
Prepare procurement-related reports for executive management and HUD, as required.

Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, or a related field.
Minimum of 3–5 years of procurement experience, preferably within a public housing authority, government agency, or similar regulated environment.
Certification in public procurement (such as CPPB, CPPO, or NIGP-CPP) is highly desirable.
Knowledge of HUD procurement requirements and federal contracting rules.
Strong analytical, negotiation, and contract management skills.
Proficiency in Microsoft Office and procurement software systems.
Excellent written and verbal communication skills.
Ability to manage multiple projects and meet deadlines in a fast-paced environment.
