The Accountant Supervisor supports the financial operations of the Housing Authority by performing advanced accounting duties involving accounts payable/receivable, general ledger maintenance, reconciliations, and monthly financial reporting. This role requires strong attention to detail, knowledge of HUD accounting rules, and the ability to manage multiple funding streams including Public Housing, Housing Choice Voucher (HCV), RAD, and Tax Credit programs. A CPA certification and experience working with HUD-funded programs are required.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

  • Assign and audit the work of accounting staff to maintain compliant and accurate accounting systems.
  • Perform and oversee accounting procedures for A/P, A/R, payroll allocations, G/L posting, and program-related transactions.
  • Prepare and post journal entries, accruals, and adjustments for multiple housing programs.
  • Reconcile bank accounts, general ledger accounts, tenant accounts, and subsidiary ledgers on a monthly basis.
  • Assist in the preparation of monthly, quarterly, and annual financial statements and reports.
  • Ensure compliance with all HUD accounting requirements including Public Housing, HCV, RAD, and LIHTC/TAX Credit reporting.
  • Support VMS, PIC, and FASS-FDS reporting as assigned.
  • Maintain and track RAD PBV activity and restricted program funds.
  • Serve as liaison with auditors, providing required schedules and documentation for annual financial and compliance audits.
  • Communicate with tenants, vendors, and stakeholders to address account questions or discrepancies.
  • Assist with budget preparation and monitor performance against budget for properties and programs.
  • Enter, validate, and maintain financial data in the agency’s accounting system.
  • Perform analysis of operations and monthly financial activity across programs.
  • Perform other duties as assigned.

Salary Range: $49,000 – $80,000


Qualifications:

Minimum Qualifications (Knowledge, Skills, and Abilities)

  • Bachelor’s degree in Accounting, Finance, or business-related field required.
  • CPA certification required.
  • 2–5 years of accounting experience, preferably within a housing authority or HUD-funded program.
  • Knowledge of HUD programs including Public Housing, HCV, RAD, and LIHTC/TAX Credit.
  • Strong organization and time management skills; ability to work independently.
  • Attention to detail and strong analytical skills.
  • Proficiency with MS Office, Excel, and accounting software such as Lindsey, Emphasys, or MRI.
  • Ability to maintain confidentiality and use discretion with financial data.
