L3Harris is seeking a Shipyard Program Manager as it continues to further its foothold in the rapidly growing market space for Autonomous Surface Vessels (ASVs).
The Program Manager will collaborate with Functional Management, Program Office, and stakeholders, to understand and interpret client requirements to determine appropriate performance metrics, clarify priorities and program goals, and develop and implement specific management plans to support multiple programs.
As Shipyard Program Manager, you will be accountable for the performance and quality of product technology, management and on-time delivery of schedules, and budget and program profitability (contractual and expected).
Additionally, you will be expected to utilize program management tools to monitor and report program performance objectives and facilitate project coordination.
You will be required to assist in the development and delivery of presentations and provide recommendations to senior Program Managers and Company Management, as well as other stakeholders, relating to applicable program management plans.
The Program Manager will lead, direct, and review the work of direct reports.
You will be expected to track, manage, and report program attributes including the following:
Schedule performance against contract and forecast.
Cost performance against budget and Estimate At Completion (EAC)
Labor allocation against program needs.
Sales and profit performance against contract acceptance and forecast.
Program risks & opportunities.
Technical & production issues impacting program performance.
Responsibilities:
Prepare project schedule, monitor and control project progress
Coordinate project activities, conduct project meeting in order to keep project progress as per schedule
Identify the resources needed and assign collective and individual responsibilities
Specify and monitor metrics to continually monitor project successes and failures
Identify & anticipate risks that might impact schedule & propose solutions to mitigate together with engineering and production teams
Coordinate contractors & manager co-activity on board
Approve material requisition for project, monitor and control project cost
Resolve technical issues pertaining to construction
Gain rapport with shipyard team and understanding of their needs and develop solutions
Lead and participate in contract change orders and negotiations
Assist in the management and leadership of planning, implementing, and executing technical programs
Assist in the implementation of strategic initiatives, and programming, planning and budgeting project teamwork
Assess cost and schedule risks and develop associated mitigations
Estimate sales forecasts for labor and material
Monitor and report financial, schedule and technical performance of assigned projects
Manage and maintain all financial tracking documentation for assigned programs
Qualifications:
Required Qualifications:
Bachelor’s Degree and a minimum of 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.
Active SECRET clearance or ability to obtain a SECRET clearance
Expertise in managing FAR-based fixed price development and low rate initial production contracts
Tactful in negotiating scope and price with key subcontractors
Skilled in managing dynamic programs with potential for fluctuating scope
Ability to plan, organize, and delegate complex work
Knowledge of manpower planning, milestone scheduling, PM tools, and related financial management
Capable of managing and working in an environment that is fast paced, demanding, with a focus on problem resolution and process improvement
Intermediate knowledge of Microsoft Office products to include, Word, Excel, PowerPoint, Outlook, and Project
Demonstrated attention to detail with strong organizational skills
Strong written and verbal communications and presentation skills
Demonstrated ability in financial or data analysis and monitoring
Handle stressful situations with maturity, respect, and confidence
Experience in Shipbuilding / shipyard management REQUIRED
Preferred Qualifications:
PMP Certification preferred
Aluminum Shipbuilding experience preferred.
Experience working at Tier 1 large shipyard desired.
Experience with Navy, ABS, SUPSHIP
Management experience in the defense industry on DoD programs
Earned Value Management Expertise
Prior P&L experience with demonstrated portfolio growth
Experienced with unmanned / uncrewed systems or equipment
