Job Description:

  • L3Harris is seeking a Quality Engineer Senior Specialist, as it continues to further its foothold in the rapidly growing market space for Autonomous Surface Vessels (ASVs).
  • This position will provide support to Department of Defense acquisition programs by supporting Quality Assurance and Test & Evaluation programs as we work to design, manufacture, maintain, and repair autonomous surface vehicles that L3Harris produces in its mission to meet our customers’ needs.


Essential Functions:

  • A specialist in Quality:
    • is responsible for the identification and documentation of quality discrepancies related to assembly, process, mechanical, electrical, and electro-mechanical systems.
    • facilitates the implementation of standards, methods and procedures for inspecting, testing and evaluating the precision, accuracy and reliability of company products.
    • leads the preparation and execution of internal audits within established manufacturing and production controls to ensure compliance with internal and external specifications and standards.
    • liaises with auditing groups and inspectors to develop formal written reports and recommends corrective actions.
    • identifies trends in discrepancies and collaborates with process owners on the refinement and optimization of business processes.
    • oversees testing department activities and work of subcontractor inspectors.
    • reviews, approves, and controls work order flow tags.
    • develops inspection techniques, tools, and supplemental inspection instructions in support of standards, methods, and procedures.
    • participates in supplier corrective and preventative actions, which includes customer escapes, process nonconformities, supplier corrective actions, customer and change control, and material review board meetings.
  • This position will be the Quality Engineer on site, part of a team responsible for managing multiple hull construction at shipyards for Unmanned Surface Vehicle Programs with an emphasis on program partner/subcontractor activities. This will include creating, maintaining, following, and enforcing quality and safety processes at L3Harris ASV. 
  • The candidate will perform an array of quality activities including subcontractor surveillance/management and monitoring of multiple trades including but not limited to electrical, welding, painting, and piping.
  • The position will take direction programmatically from the Program Manager and Project Engineer, and functionally report to the Operations Manager.


Additional responsibilities may include:

  • analyzing requirements for testability issues.
  • developing and implementing both hardware and software system level test programs, plans, specifications, procedures, and customer acceptance.
  • planning and leading test working groups, test readiness reviews.
  • conducting testability and producibility analyses and reviews.


Typical duties and responsibilities will include:

  • Acting as the primary contact for quality assurance matters and test & evaluation for the ships being constructed.
  • Providing Quality Engineering oversight of ship construction directly and thorough review and approval of subcontractor quality assurance and test records for adequacy and compliance to procedures and quality standards of L3Harris and the program.
  • Managing program total ship testing program/master test & inspection plans.
  • Providing Test Witness Reports upon completion of testing and inspections.
  • Reviewing, screening, and tracking to resolution quality and testing deficiencies/ trial cards.
  • Managing production documentation including tracking, status, reviews, and problem resolution during construction, testing, and delivery.
  • Providing input to Integrated Master Schedule and test program to ensure testing requirements can be managed in the contractual time allotted
  • Providing weekly and monthly status reports to program stakeholders.


Qualifications:

Qualifications:

  • Bachelor’s Degree and minimum 6 years prior related experience. Graduate Degree with a minimum of 4 years of prior related experience. Substitution of additional relevant education and experience for stated qualifications may be considered.
  • Experience with DOD, Navy, and/or Supervisor of Shipbuilding (SUPSHIP)
  • Experience with American Bureau of Shipping (ABS) Part 2 rules, preferably HSNC
  • Material Specification knowledge and process familiarity with welding, plumbing, electrical, large-scale dimensional inspection, non-destructive test techniques, mechanical and electrical.
  • Strong skills in identification of non-conformances and problem resolution.
  • Use of Microsoft Office (Word, Excel, PowerPoint).
  • Must be able to read and interpret engineering drawings and blueprints.
  • Prior experience in shipbuilding / naval architecture / marine engineering.
  • Must understand mechanical measuring equipment and the ability to develop inspection plans and first article inspections.
  • Must be familiar with OSHA 1926 and 1915 Standard for Ship building
  • Must be familiar with AS9100/ISO 9001 Standard and Quality Management System Requirements.
  • The ability to communicate effectively and technically with all levels of the organization. The ability to develop and maintain customer confidence and acceptance.
  • Familiarity with inspection of mechanical and electromechanical products.

Preferred Additional Skills:

  • Experience managing production programs involving the build, integration, and test of electronic and/or electromechanical systems.
  • Ability to adapt processes and procedures to align with site scope.
  • Experience with source inspection and surveillance activities at suppliers/subcontractors.
  • Experience in process improvement methodologies such as Lean and/or Six Sigma (Green Belt or Black Belt) for the purpose of reducing waste and variation.
  • Understanding of productions processes such as soldering, mechanical assembly, welding, painting, integration, and test, etc.
  • Experience developing proposal inputs.
