Job Summary

  • L3Harris is seeking a Principle, Program Manager as it continues to further its foothold in the rapidly growing market space for Autonomous Surface Vessels (ASVs).
  • The Program Manager will collaborate with Functional Management, Program Office, and stakeholders, to understand and interpret client requirements to determine appropriate performance metrics, clarify priorities and program goals, and develop and implement specific management plans to support multiple programs.
  • As a Principle, Program Manager, you will be accountable for the performance and quality of product technology, management and on-time delivery of schedules, and budget and program profitability (contractual and expected).
  • Additionally, you will be expected to utilize program management tools to monitor and report program performance objectives and facilitate project coordination.
  • You will be required to assist in the development and delivery of presentations and provide recommendations to senior Program Managers and Company Management, as well as other stakeholders, relating to applicable program management plans.
  • The Program Manager will lead, direct, and review the work of direct reports.

Job Description:

  • This Principal, Program Manager will require broad experience spanning all phases of Program Management. Including but not limited to leading Program key strategic, high profile Program(s) planning and execution phases.

Essential Functions:

  • Act as the primary Program Management focal point, leading large multi-functional and multi-divisional teams, from across the Corporation, in delivering winning proposals and/or assure development and delivery of critical capabilities to the warfighter
  • Work under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization
  • Champion new systems, concepts, or technologies to increase unmanned system competitiveness and achieve the organizations future growth objectives
  • Work with business area leadership, Business Development, and Engineering to support business area roadmaps, new business capture opportunities related to the roadmap, as well as developing the strategy for future roadmaps
  • Provide IRAD budget inputs in support of internally funded capability developments necessary to target future growth opportunities
  • Support strategic plan development for both financials and strategy, with respect to identifying Pwin and timing of future competitive opportunities
  • Manage financial forecasts including Orders, Revenue, Operating Income and Equivalent Annual Costs, and ensure timely invoicing and receivables
  • Communicate recommendations both inside and outside of the organization to influence leadership to accept new tactics, strategies, approaches, and concepts that directly impact the achievement of overall business results
  • Develop and maintain staffing requirements to support key proposals and/or specific program needs
  • Manage for Risk and Opportunity
  • Create and maintain a collaborative work environment; set goals; give clear direction to the team and provide decisive and constructive feedback; empower individuals to take ownership for their assignments
  • Understand the role and function of each team member, and through expert communication and leadership skills, establish a common understanding among team members on scope, schedule, and financial objectives
  • Consistently and professionally communicate with customers and Internal Stakeholder including presentations/demonstrations together with Engineering, Operations and Business Development
  • Must deliver and communicate the committed business case and provide senior management within the organization with the necessary information for managing the business via formal Internal Program Reviews (IPR)
  • Manage Subcontracts via proper flow-down of requirements, working with the Subcontracts Manager and other L3Harris divisions and strategic partners
  • Follow Program Management, Business Development and Contracts Policies and Procedures
  • Ensure Proposal Policies and Best Practices are implemented across key pursuits
  • Demonstrate and insist on ethical and professional behavior in accordance with company values
  • Performs other duties, as assigned


Required Qualifications:

  • Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience.
  • Program Manager and Business Development experience with Program capture, startup, design and production.
  • Prior Program/Subcontract Program Manager experience.
  • Previous experience managing large, complex projects, across Multi-functional and Multi-divisional boundaries.
  • Excellent computer skills with strong proficiency in Windows interface, Microsoft Office package (Microsoft Outlook, Microsoft Excel, Microsoft Word, Microsoft PowerPoint, Microsoft Access), and Microsoft Project.
  • Excellent analytical, project management and organizational skills with keen attention to detail.
  • Strong written and verbal communication and presentation skills. Must be able to communicate clearly and effectively, and, most importantly; promote collaboration among the team by listening intently to what others are saying, taking time to understand the points being made, asking questions when appropriate, and allowing others to speak without interruption.
  • Familiarization with system scope and project objectives.
  • Minimum 10 years experience working with unmanned / autonomous mobile systems.
  • Experience with Earned Value Management programs with DCMA Surveillance.

Preferred Qualifications:

  • Masters Degree or working towards a Masters Degree in Management or a related Technical Field.
  • Directed Naval Programs within the maritime defense market.
  • Senior Program Manager and/or Corporate Program Management leadership for Excellence and Best Practices implementation.
  • Prior P&L program responsibility and or experience with demonstrated portfolio growth.
  • Exceptional leadership and decision-making skills.
